The project is an opportunity to create a neighborhood retail node anchoring one of the most critical intersections in Oakland: MacArthur Boulevard, Foothill Boulevard, and 73rd Avenue. Programmatically this project provides needed retail and services to a community that often "exports" its demand for retail and services to other neighborhoods. The project includes Oakland Public Library, and Coffee House on the ground floor, as well as a senior's center with three levels of senior housing above.

A caffeehouse, (tentatively named The Spoken Word Coffee House) is located on the corner of 73rd Avenue, Foothill, and MacArthur with its corner entrance designed as an iconic neighborhood focus.
The Oakland Public Library and the seniors' housing lobby front the quieter Foothill Boulevard. Here a small plaza is located at the entrance to the public library. The facades invite friendly neighborhood gathering. The design of the housing is dignified, welcoming, and includes bay windows that break down the scale of the building.
